The Australian skipper has claimed 309 Test scalps in 71 five-day games with an average of 22.10.
Australia's chief selector the selector has stated that skipper Cummins will be a central figure in the forthcoming historic rivalry.
There were concerns that the veteran bowler might miss the series due to a ongoing back issue that remained unresolved.
Earlier indications from the Australian camp suggested no final decision had been made regarding whether he would play, with the Test matches scheduled to begin on 21 November in Western Australia.
Bailey expressed that the captain is progressing and felt positive about the likelihood of being involved.
"We're aware that the window is narrowing and there are permutations at play, not only the back issue, but further aspects," he commented.
"We're encouraged. There's strong faith that he will feature a significant role. With luck it's the first Test. Otherwise, then we'll pick it up."
Injury History
Cummins was ruled out the ODI and T20 games against New Zealand and India in the previous weeks after examinations confirmed a stress reaction in his back.
He has a history of spinal problems, with setbacks in 2012-13, 2013-14 and 2015-16 forcing him out of multiple domestic campaigns in a limited period.
Cummins stated he would be bold in recovery efforts in his rehabilitation process to make the squad for the contest.
Bailey noted that it was unclear if he had started his bowling workouts as part of his comeback but admitted it was "getting tight" for him to regain fitness for the opener.
Backup Options
Should Cummins not be fit, former captain Steve Smith will take over the captaincy.
Versatile player Green was recently pulled out from Australia's squad for their ODI contests against India as a preventive step because of soreness in his side.
The selector characterized it as a "minor" injury and confirmed that he's scheduled to appear in the state-level matches, so will be "well-prepared to deliver overs."
"We put so much time has gone into creating the schedule for him to be available for the initial game as an dual-role player," he elaborated.
"Originally, he'd only feature in the initial matches in any case. How he handles the willow in shorter formats, should it hinder progress for 24 more hours, we just made the decision to take a cautious route."
